I need pads for front disc brakes. Are these correct anc do i need two sets? I don't mind buying the rears to have on hanc when i need them.

Also please verify correct rotors and calipers for 2002 Workhorse P32 (2003 Fleetwood Terra 26y).

Those are the correct ones. You will need 1 set per axle. The rotors and calipers are the same all around.
